You've probably hit against the issue of data protection, the bank's responsibility not to act on unverified information, and their lack of investigatory powers. Were the police contacted in this instance?
On the plus side, such a disclosure ahead of the loss does put the victim in a stronger position to secure a refund.

That's an excellent development. If anything is going to impress upon the victim the gravity of the situation that would. Of course it is possible that not even this will elicit a change.

Yes, setting up a PoA takes time - especially when the "donor" is not cooperative. As it should - it shouldn't be easy to effectively take control of someone else's finances just on the say-so of a relative.
This is why it's always a good idea to set up a lasting PoA ahead of time when you're still capable, rather than waiting until it's needed.

Why is this person not under banks Customer Care Dept (or what ever each banks call it). To block this from happening given this is not the 1st time.
So that payments such as these are blocked & A staff member has a discussion with customer around why exactly they are doing what they are.

The PoA was already set up - the delay was simply registration.
