Even on "free" websites you are "paying" them by providing training data in the form of prompts, images, etc. Short of hosting it yourself using open source software I'd suspecrt there's no truly free options.

Why do you want an AI editor?  What editing are you actually wanting to do?  There are free tools for doing things with MP4 video files.

What do you mean by AI editor?

Do you mean that you upload a video and then say to the AI something like "colour correct this video for warm light" 

Also, MP4 is a container that holds video, audio,subtitles etc. The actual video will be compressed using a specific format. Your editor will need to understand that codec.

In principle, how good they will be at it and if they will have any issues with copyright is another matter, certainly some won't respond to well known brands, trademarks etc but of cause if you describe Bond without directly referring to him by name you may get something similar.

I am trying to create a video from a home spun MP3 - bit despite googling and finding many "free" AI creators - none are up to the task - either limiting me to a minuscule data allowance or trying to charge me from the start…

It might depend what you mean by 'create a video' from your MP3. Do you mean a proper AI-generated video from the music, or simply making an MP4 with your music plus images/visuals?

Most seem to offer only a tiny free allowance then want payment, without saying that upfront!

If you only want a single MP4, you could look at Canva free, CapCut, or even Clipchamp. They're not full AI , but they can usually turn an MP3 plus images/video clips into an MP4 without spending anything.

Hopefully someone will know of a truly free AI option if you specifically do want to AI-generated visuals from the music itself.

Two things:

1) MP3 is an audio format. I presume this is not what you meant. While it should be possible for AI to generate something from the audio of an MP3 file it will be widely open to its interpretation.

2) Define "up to the task" and what you are trying to do.
