I'd do a paragraph reminding them about POFA and that this NTK isn't compliant. Just in case the Assessor is a rookie.

I was not the driver at the time of the alleged event and reiterate that the NTK is non-POFA compliant. Therefore, you have no cause of action against me and I cannot be held liable.

No, not 'you' because you are obviously replying to POPLA not the PPC.
I always end my POPLA comments:
POPLA must find that this PCN was not properly given and it must be cancelled.
