PCN Help - ECP

Hello
I got a PCN in Sept. (Euro car parks).
Due to life etc it slipped my mind. Let me briefly describe.
It's 3 hours free parking. I parked and returned to my car after around 30 mins. Car battery dead. Called breakdown service who said it would be tomorrow now. So I left the car and returned the following morning. Rac fixed it. I drove off.
I now have received a debt recovery plus letter (date of this notice 9 dec) saying to pay in full £170 or 4 payments of 42.50 over 4 months or do nothing with"intent not to pay" added to the case.
It says to pay by 23 Dec.
Please help me here.

Step 1 is to go back to the carpark to where you were shopping and ask them to get the PCN dismissed.

I tried seeing the PCN ON ECP website. It points me to the debt recovery link. Which naturally doesn't allow me to write a letter explaining all.
If I write a letter to ECP it will take time to get there and will be past the "payment date"
