Mozillion allow you to use 25% of your monthly data allowance as roaming. You can also call EU and UK numbers and send texts for free. Ive returned from spain and ive not been charged anything, used data phoned h9me and phoned a spanish number.

I see they have their own version of 'free roaming': 'EU roaming includes local landline and mobile calls within the same country only.' So, no cross-country calls within the same band.

Yet another thing to check is Fair Use Policy. As you say, Mozillion broadly give you 25% of your data while roaming:

    'Data allowances are up to 500MB for 1GB, 3GB 750MB, 10GB 2.5GB, 30GB 7.5GB and 25GB WITH the 80GB, 100GB,500GB and Unlimited data plans.'

I am currently with talkmobile and I only found out while abroad that at the time I couldn't make local voice calls (now you can apparently) and Fair Use restricted my data allowance to 5GB so I had to switch my data on/off and had to be careful with VoIP too (which I couldn't leave on to receive local calls). Not happy at all and I am looking elsewhere.

I used 10gb of my 25gb roaming allowance. I don't know how they interpret fair usage. Interesting, I hadn't picked up on their interpretation of Roaming. I did call a Spanish mobile and phoned a family member back in the UK, I've not been charged extra. Maybe the UK call was made when I was on WiFi calling

Do you know any SIM-only networks that give you real free roaming? Suppose you are in Italy, that would include calls to Italy and France, as well as calls from/to the UK.

Spusu definitely does that. I've called Belgian nos and a German no from France and both destinations came out of the EU roaming allowance of 500min. Same with calls back to the UK. This is roaming as it should be not this half-baked Lebara thing. Apparently there's no fair usage problem as either you stay within your free allowances or you have to pay for additional calls. At least that is what I was told by their CS but as I wrote elsewhere they do give out wrong information at times. So far pretty happy with their service.
