    One factor I have found is if a call or text comes in while using the hotspot, it can cause the hotspot to drop.

    For long term use as an alternative to fixed broadband, a specific mobile WiFi / mifi might well offer more satisfactory experience 
    Yes that actually seems to make sense as its when on a call that is (I think) when my Internet has vanished while also connected to iPads.

    You mentioned "mobile WiFi / mifi might" can I ask what this is and how I get it? Will this likely resolve the issues I get?

    I found the devices were good for up to around 4 or 5 devices connected.  More than that and the bandwidth was insufficient.  None of the devices would have been taking high loads such as video streaming.  You need to ensure that the mobile coverage is good where you plan to use the device.

    For my purposes, the product from Argos was suitable and an acceptable price-point.  I have not used one for several years now - when I last used one the EE was really the only network offering this type of product.  I understand that other networks also offer similar.  The current price at Argos might not match your budget as it looks expensive if I understand correctly about 1GB per day, so the start up device would be about £90 every three months.  You may need to explore data plans that can be used and see what more competitive charges might be available.

    It's also worth mentioning that people have told Samsung for years that the name of the setting is capable of causing confusion. 

    I think that phraseology is an Android feature and not specific to Samsung.  My Moto has pretty much the same.  The start date of the cycle can be amended to align with the billing cycle, but the data is still independent.

    The OP seems to be using a lot of data and that is tethering another device.  Is that intentional or is another device picking the phone wifi in preference to a fixed broadband wifi service?
    What does the OP lose if they turn off portable hotspot?

    Now, as to the signal issues, the OP states:

    I am with Tesco Mobile (uses O2) and have a Motorrolla phone so it cannot be anything specific to the network or the make of phone given the OP has both different to me.

    I reached the point of thinking it was down to the SIM card being old and needing replacement but Tesco Mobile declined my request with an explanation that the network was experiencing a higher level of drop out as a result of the 3G being turned off.  It was explained that when the masts are being worked on to disable the 3G, that mast is powered down entirely while the reconfiguration is implemented.  This results in reduced overall network.
    As a result, Tesco Mobile will not entertain a replacement SIM card until after 31st December when the local 3G will be fully gone and the network reconfiguration activities fully completed.

    I have no idea whether the information given by Tesco Mobile is correct.  If it is correct, it seems entirely plausible that the same impacts would be felt by other networks.

    As for setting the data limit to 100GB, that will prevent the phone from warning or pausing the data connection, but what actual data allowance does the OP have?
    As an aside, on my phone, when the data limit is reached even if the warning is disabled, there is an icon in the top line of the display showing that the phone has paused mobile data.
    It's not an Android Feature, on Pixel and many others it's simply called Mobile Data Usage.
