Was the phone itself blocked from connecting to a network, IMEI number based, was the contract blocked, e.g. it would work with a new SIM, was the phone locked by Apple or Google at the OS level? People will need specifics to be able to help.
Was the "fraud" allegedly perpetrated by you, by a third party? Did you make a claim for unauthorised calls/transactions on the device, was it reported stollen etc? Is the contract in your name and are you fully up to date with all payments?

There are a number of queries that arise from the thread that might make it easier to comment more constructively.
- Is the OP being claimed by O2 of somehow facilitating / being party to the fraud?
- Is the OP being determined by O2 as having been the victim of fraud?
- Has the OP seen any other unusual transactions any where in their accounts / credit reference agency?
- Has the phone been blocked or has the SIM been blocked?
- Where, when and for how long was the travel abroad? If this was just a normal holiday or business trip, then the link to the travel abroad might be a red herring.
