Could also double up as a perk of getting a new car as there is no MOT so no milage declaration (I am sure people wouldn't like that though).
How will it work if you sell a car part way through the year or prior to MOT, who gets the mileage allocated?
The government has floated the idea of mandatory photos on MOTs, to stop the "drive-by" MOTs that get handed out to back-street car dealers.If it sticks, force it.

The little flesh the government have put on this you will pre buy your mileage tax and for newer cars at year one and two a simple mileage check at the MOT centre would be needed at their cost (so our tax money).
After that it's pre buy and adjusted at MOT.
Soon enough though the government can just asked China's government for a breakdown of everyone's mileage!1 -

so they need to raise prices substantially whilst also adding in all other vehicles including historic ones?

I'm pleasantly surprised that they're going for a sensible low-tech solution. Some sort of roadside monitoring system would cost vastly more, arrive late, and wouldn't work.0 -
I have said it before and repeat myself. There will be some sort of Black Box that will record mileage closely followed by it being built in on the production line. Might already be there.
There was resistance to the Tachograph at first but it quickly went away. I was involved in the marketing and fitting in the very early days so have first-hand experience. Strangely enough it was the operators who complained most. Drivers were very quick to ditch the log book when given the choice.

In the Executive Summary, it clearly states "...there is no need for trackers in cars".
and at para 4.5 "Alongside paying their VED each year, under eVED motorists will estimate their mileage for the year ahead, pay an upfront charge based on their estimate or spread their payment across the year, and then submit their actual mileage at the end of the year to trigger a reconciliation. Motorists will have their mileage checked annually,"
Although this is positioned as a "consultation", the government seem to have made their mind up - on this aspect at least.
Even if a tracker were to be proposed, I'd expect the motor industry strongly to resist any UK-specific built-in tech.
