i have been reading the newbie post and the ntk literally says nothing about PoFA or "keeper liability". the only wording about how they obtained the keeper address is that it was obtained from the dvla after nonpayment. not sure if this has any effect or if i am misunderstanding something in the newbie post about this.
i know that recorded delivery isnt recommended but would regular tracked delivery do? any advice before i go ahead with writing the appeal would be appreciated

The registered keeper has a right to appeal the first notice they receive. The MHCLG really must crack down on all the misleading conduct.
Anyway forget the idea of being forced to post an appeal (which is also sharp practice, given people rarely handwrite letters or have printers these days).
Put in a complaint on CPMS' website about this lie that 'the right to appeal has lapsed'. They cannot put up barriers against registered keeper appeals and you should say that this NTK has been posted on MSE forum and the lies & barriers against appeals will be reported to the MHCLG immediately, by a member of the consumer side Steering Group.*

I am disputing this 'outrageous scam' invoice because I am a reasonable person but I am well aware the whole set up is futile and I will not be trying Will Hurley's non-impartial 'IAS' even if you paid me.

hi so just to clarify as i dont want to get this wrong or make more trouble for you: if you search just cpms it comes up with a different company, "manchester" has to be added on to it.
also in terms of what i send, there is also no specific complaints email that i could find on the website and the ntk also says to send in writing by snail mail. will it be ok to send it just to the info@ email and do i include the template ntk appeal or should i find the appeals email from the windshield ticket? do i also need to include anything about the lack of PoFA on the ntk also? and finally in this complaint do i need to include the ticket reference number?
apologies for all the extra questions i just want to make sure i have this all documented correctly on my side to prevent any problems

I am writing to complain about a "Notice to Keeper" letter where you have falsely claimed the right to appeal the ticket XXXXX has lapsed as this is the first "Notice to Keeper" I have received. This letter has been posted on MSE forums and the lies & barriers against appeals will be reported to the MHCLG immediately, by a member of the consumer side Steering Group.
As you have not provided a clear appeals process on this letter I am also writing to make clear that I am disputing this 'outrageous scam' invoice because I am a reasonable person but I am well aware the whole set up is futile and I will not be trying Will Hurley's non-impartial 'IAS' even if you paid me.

i have double checked through their website and found the complaints process is either snail mail or to the info@ email so that is where i will be sending this to. they really dont make that clear on their letter that there is an email address though

Trust me on this , i know the director of this firm (and his wife) and he thinks he is clever he is not
If the keeper and driver were different people i would drop a quick email to him giving him the drivers details, he being arrogant will claim liability has not been transferred as the paper form has not been filled in
Now as they use BW Legal this will proceed to a hearing in most cases, but within that email you have the full defence needed
