How can you report an uninsured vehicle if you're not allowed to check?

So what exactly is the offence when checking a car's insurance if the vehicle doesn't belong to you?
Presumably all you'll get is 'Yay' or 'Nay'.
And funnily enough, there's no issues with looking up other vehicles' MOT and tax status but not insurance 🙄0 -

(making a false declaration in order to gain a financial advantage)I want to go back to The Olden Days, when every single thing that I can think of was better.....
