I suspect new wiring as I believe they are not allowed to touch Open Reach wiring. This is due to switch on the 5th of December. I will come back them with an update.2

The OP has already stated that they are "the first in the block" to be getting a service via the CityFibre network and a site survey needs to be undertaken prior to that happening, hopefully it can be done but could be problematic if the block has been cabled throughout by the likes of Openreach.dnpark38 said:

Vodafone use City Fibre when they are available, so if the OP is switching to VF , they won’t be using the Openreach network, obviously if CF were not available they would use Openreach , but VF prioritise CF when both networks are available , if the OP is getting the same speed upload/download that also confirms its CF if they have any doubt
CF will install their own cable to a new CF CSP and a new cable to the CF ONT , they shouldn’t touch the existing Openreach equipment , although obviously it’s up to the OP if they keep the soon to be redundant Openreach ONT powered up after CF have installed their service for Vodafone , but they should leave it in situ should they or a new occupant want a service over it .1
