No offense, but I don't think you know what you're talking about.
Please show me these pictures you have found and mapped out.
I know you are trying to help, but we should be on the same page.
I did not go to some other random car park and started taking pictures there, nor have a confused "Fox House" for a different building.
The pictures you are looking at are very likely "Strutt House", they look very similar:

For now, I suppose you could assume that the TOP part of the sign is also present at "Fox House", judging from the top right of photo no.4. But I can easily confirm this tomorrow.
In fact, there are even photos taken for "Fox House" on google. Though I will admit these are outdated (Dec 2023)2 -
It is causing a stir because:
- we almost never see ParkingEye infesting residential car parks, and
- camera surveillance by ANPR is wholly inappropriate to residential sites as it is highly data intrusive & daily life intrusive (filming everyone's movements in a vehicle, every minute of every day at their own homes), as well as likely to catch out genuine visitors, taxi drivers, couriers, posties and lots of new residents unfamiliar with the scheme in place (and whose address with the DVLA will not have been updated on the day/week of moving in, so the data is going to be - in many cases - unreliable from day one).
- the photos you showed are darn good evidence of no signage in view once in the quad / parking area. Unheard of for PEye.
I looked on GSV and agree that I can see an entrance sign at Strutt House but can't find Fox House except building work pics from 2023. So we are reliant on your pics here!
That is a POFA compliant NTK, so your only likely points worth trying at POPLA are no landowner authority (Joint Code para 14) and your images of a lack of prominent signs, but with every image showing the/time date taken embedded into the evidence.
And you must quote the Joint CoP about extra signs needing to be prominently in place where new restrictions apply. That site doesn't trumpet the new t&cs!
Why the heck didn't your relative tell you about the permit scheme? They would have had a way to exempt your car. By not alerting their car driving visitors they - the resident - are partly at fault and will cause unfair PCNs to every visitor they get. Even if they are old/vulnerable they need to be on the case, given they chose to live here and will have been informed months ago, sorry to say (and I'm not blaming them. When I googled it i got the impression that Derby Council were involved, so was wondering if it was a mixture of Council and private parking, a multi use car park, so I wondered if Parking Eye were monitoring a section of it or some private parking spaces for a business, but from the pictures on here with little or no signage and old GSV pictures I couldn't come up with answers, only more questions4

Just to be absolutely clear, I will NOT be using any of the photos with the signs on them unless you believe it helps my case or am told otherwise. I've also posted an example of how I am planning to present the metadata for each photo. (apologies that it's in spanish)

That is probably the most inadequately signed ParkingEye car park I have ever seen.
There are no contractual terms even offered to visitors. No obligations that could relate to anyone except residents.
So, how can visitors, tradespeople, doctors, cleaners, nurses, posties, taxi drivers or couriers obtain a permit anyway? That only talks about residents permits. A relative or other invited visitor (especially out of hours or at a weekend) can hardly email for a permit, let alone get one on the spot by phoning a (likely unmanned, unanswered) number!
I take it back: give POPLA a whirl with your data-embedded photos, but not the last two.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
