    Supposedly people can be verified using DWP records. In my experience that doesn't work very well, but there is quite a long list of documents someone without photo ID can use, although the ask for several. Oddly I don't think VAC was on the acceptable list.

    Prior to May 2023 it wasn't necessary to show ID when voting in England.

    Maybe she does and it's just that OP doesn't have access to it. If it's helping keep applications secure then that sounds like a good thing.

    A VAC is too easy to obtain.

    Thanks for comments and suggestions. Just to be clear, I am not opening an account for my sister, i am just trying to help her open an account as she is not very IT literate. She is sitting alongside me and there is nothing untoward going on! I believe she has a postal vote so hasn't needed to provide ID at polling station. We looked at a savings account with her own bank but the interest rate offered was less than a quarter of the top paying account, hence my post. Anyway we are now sorted with quite a high rate paying account which didn't require Photo id to open

    With which provider?  Just out of curiosity though - as mentioned earlier, one person opening an account without having to submit photo ID doesn't necessarily signify that others will experience the same....

    One of the issues is that the primary requirements for a Gov.UK One Login account are passport or driving licence. It's all a bit chicken and egg. There are alternatives but they are either obscure or harder. I say this as someone who is quite positive about digital ID, the technology at least

    In general (not specific to the OP's question) there can be two issues here.

    The first is a photo ID document. Anyone who has such a document should be able to upload it easily.

    The second is that, to ensure that the document does not belong to a random person, one often has to take a selfie. Whether because I have a beard surrounding much of my face or for another reason, I have found this difficult. With some financial institutions I have had to try seven or eight times before taking a selfie that was accepted. With one, after twenty or so failures including those where my phone was held by someone else, I decided to give up on that institution. With a third, after a fair few failed attempts, I reached out to them and they provided me with a link to the firm that does the actual checking and that turned out to be moderately easy to provide a good selfie.
