Are you or have you been using a VPN as the unavailable site shows up if this so.

Need to exit VPN, clear cookies and start again.

I don't have a VPN running and have been trying to get on the TV licence website for over 3 weeks to pay my licence fee. All I get is ........................

I consider myself computer competent but this is beating me.
Is anyone else still having this problem?

There are two other pieces of info on that page:

If you are outside the UK, Isle of Man or Channel Islands you may have reached
this page because the TV Licensing website is not available in your location.

Please note that two essential cookies are used in displaying this page in order to maintain the security of our website while it is unavailable.

Which suggests some kind of geo-blocking (which is obviously not working in your case).   There's also the possibility of some kind of issue with the cookies it wants to use.

You could try using something like https://www.whatismyip.com/ to check your own IP address.

That's annoying - I've been trying for a few days to access it and getting the error page saying it's down.
I do go via a VPN (I'm in the UK and it surfaces in the UK).
I got to the site via https://www.gov.uk/find-licences/tv-licence, so it should be the right one.
I've just phoned to renew (the number is on the above gov.uk site).

Some sites just don't like a VPN regardless of where you've set it to.
