That's a dog on the front passenger seat - if that's not an offence then it should be.
Why, so long as it is strapped in, then it is not more dangerous that anything else sat in the passenger seat.

    Rule 57  Highway code

    Rule 57

When in a vehicle make sure dogs or other animals are suitably restrained so they cannot distract you while you are driving or injure you, or themselves, if you stop quickly. A seat belt harness, pet carrier, dog cage or dog guard are ways of restraining animals in cars.

Its law to safely secure any load, including passengers under 14 and animals/dogs. A suitable dog seat belt can be fitted to the front seat, though.

    It is AI

It simply takes a photograph of the parts of you visible through the windscreen and generates a perfect photograph of you clearly holding a telephone receiver/shotgun/knife etc.

    That's good.

A neighbour of mine drives their Range Rover with their highland terrier sat on their lap.

Probably alright because it's an automatic (the car, not the dog) so the fur baby won't be impeding the driver much.

Officially, they are VECTOR-SR cameras, which are appearing all over.

These take a picture facing the front of the car (about time, you can actually request a picture that will aid in identifying the driver) and can be used to enforce speed limits, parking & red light offences.
No-one has thought about motorcycles, or maybe they are going to be banned. (Actually they are paired facing both ways, so no doubt with motorcycles they can capture front & back with sufficient proof that it is the same vehicle)

As they face forward and look down into the car they will also photograph the driver holding a phone, driver or passenger not wearing a seatbelt, eating candyfloss etc. (I'm sure other acts spring to mind that would count as not being in proper control)

The AI part is that "the system" processes all the images looking for 'phones, hands off the wheel, lack of visible seat belts, fashion faux-pas etc.

Then it  splurges out suspect images for a "yuman" to check and prosecute.

("Innocent" drivers could have their images discarded, but storage is very cheap and you never know when a driver may become a "person of interest"- why discard proof of someone's whereabouts, it may come in handy...)

However, as I said, plenty of scope for AI "enhancement" of the images if you are on "A List"

As Paul_c123 has pointed out above, it IS the law. Motor Vehicles (Construction and Use) Regulations 1986 s.100) - all loads must be secured.”so that no danger is caused, or likely to be caused. A dog is part of a load.

Reminds me of the time I was stopped randomly for drunk driving - I would have been way way over the limit - the Dutch police officer sounded pretty annoyed I can tell you!

Only when he realised I didn’t have a steering wheel on my side of the car (mate was driving a RHD car which had been imported from the UK so on normal Dutch plates) did things calm down 🤪
