Need help with how to proceed with appealing Napier Parking Parking Charge letter

Hi all, sorry in advance for the complete newb-ness of my post. Just not sure how to proceed with appealing and maybe if there's any point.
So essentially I have been sent a Parking Charge letter issue under the reason No valid parking session detected for the total duration of around 5 and half minutes, in one of my local town centre's car parks.
I never actually parked in a space, or left my vehicle at any point during the whole duration. My youngest son needing picking up from nearby and he met me there. Didn't realise it was an ANPR controlled car park. I honestly have literally only used that car park no more than 2/3 times since it was converted from the town's old bus station years ago. Each of those times for the 30mins tariff, paid my 50p for 30mins, did what I needed to do and buggered off, have never read any of the signs for the car park apart from the tariff prices. So never paid attention to it being ANPR operated. So yes could have avoided this if I was wiser about the car parks operations etc.
But... legally where do I stand with this. It's no more than 6 minutes, never parked in a space, never left the vehicle, pretty sure the cameras only look at the entrance & exit. Surely there's grace period for deciding not to park there or something along those lines?
Do I appeal this using the template and go on from there?
Sorry like I said, complete newb and unsure of where I stand for such a petty amount of time I'm being penalised for?
Many thanks in advance....

The "consideration period" is 5 minutes according to their code of practice, but that doesn't mean you need to pay them because you were not parked, you were loading a passenger.
Use the standard appeal text as KEEPER then ignore them until they send a Letter of Claim or simply ignore them until the Letter of Claim stage.
Complain to the landowner.
Tell Napier if you move in the next 6 years.Always remember to abide by Space Corps Directive 39436175880932/B:
'All nations attending the conference are only allocated one parking space.'

Never got round to thanking you for your reply, so thank you.kryten3000 said:The "consideration period" is 5 minutes according to their code of practice, but that doesn't mean you need to pay them because you were not parked, you were loading a passenger.

So I appealed using the template, and received an email reply from them very recently. I will attach their response under this.
I haven't been down to the car park in person since the incident date to check the signs, but I don't think the landowner details are available anywhere, and they are stating it's a confidential contract between themselves and landowner. They did provide pictures of all apparent signs down at the car park attached to the email I received back from them. I will go double check these and take photos myself very soon to be clear on those.
I noticed they also didn't provide any information on any consideration/grace period???
And to state I believe they have no photographic evidence the vehicle parked in a bay, even though it never was, so have only pictures of the vehicle entering and leaving the car park.
So... My next steps are what exactly?
Again, apologies for being a newb about this.
Many thanks in advance...

Your next steps are to pay (not advised) or ignore.Appealing with the IAS kangaroo court is futile. They won't tell you anything in their reply that helps you in any way, they only reply with things that they think will bully you in to paying them, that's all they exist for. It's private land what ever you say to them will be brushed off ANPR is their easy peasy catch em all cheap way of generating PCN's. They are measuring time on site and calling it parking that's their definition, yours or a judge's might be different. If you are getting photos of signage or better still lack of it, make sure the date stamp is turned on a photo on it's own could be from any time.6

Typical response - "we're always right and the motorist is always wrong".
Just ignore them and their debt collector lackeys now, let them know if you move in the next 6 years.
You may get a Letter of Claim from BW Legal, that should be responded to as per the Newbies thread.

So latest update is BW Legal are now involved on Napier's behalf, with the current charge up to £170 now as Napier have added their 'admin' charge.
Got until 11/2/26 apparently to pay or part pay, or as they say contact to discuss payment or provide reason of non-payment??
Or then the possibility of Letter Of Claim to come through.
I didn't bother appealing to IAS as pretty much everything on here has said I will get nowhere with it. Although there is it at least one thread with Napier involved where a member appealed to the IAS and actually got the charge dropped. I think it was to do with the car park at Chippenham/Sainsbury's and signage confusion etc, so quite different to my situation.
It's just starting to feel a little bit deflating now and I suppose I'm a little nervous about where this may go, all because I was inside their car park for just over 5mins!!!
I'm going to send an email to the town's Mayor I think and see if she can potentially help with getting me in contact with the landowner as Napier have told me they don't need to disclose this information previously.
I did say previously I was going to go back down to the car park to take photos of the signage down there, but to be fair the pictures provided by Napier on their appeal rejection email a couple months back are clear and fairly up to date (dated 8/8/25), so I haven't bothered to take any photos as when I did go down to take them I didn't feel there was a point as they would appear as they are in their own photos...

Wait for the Letter of Claim from B W Legal, followed by a possible Money Claim N1SDT pack from the CNBC in Northampton using MCOL4

There is nothing to worry about.
Keep the faith!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I've had two BW Legal Letters Before Claim.
I just ignored them and never received any court claims.5
