It clearly states
If you're unable to get a bank account, or want a simple way to limit your spending, then a prepaid card is worth considering adding to your wallet.
So where are they then?

There was only 2 on that link. so i guess by what you are saying, you need a card to open it up in the first place (first source of funds) which means to do that you need a bank account. then there on where did you see the bit about the paypoint? and how much where there fees?Human Rights Act 1998, Article 10"Everyone has the right to freedom of expression. Sorry, I did a quick Google search and I was looking at the Moneysupermarket list, not the MSE list, see here. The Pay point stuff was buried in the more details section for one or two of the cards.Pockit was another one that came up when I briefly looked.Haven't used any of these types of cards before, and I have no plans to use them so I'd recommend you DYOR. No idea if the first top up requires bank/debit card deposit.
