    Blue badge is not relevant on private land, but what exactly are they charging you for?

    Parking on yellow lines
    Boarding and alighting (and loading) are all exempt activity on yellow lines. Perfectly allowed (according to the usual meaning of double or single yellows).

    It's also a breach of the Equality Act 2010 as on this occasion, you were acting as carer (transporter) of disabled passengers. They can't charge money for that perfectly normal conduct, in fact they have a duty to make 'reasonable adjustments' such as letting disabled persons be set down or picked up close to the store.

    The CCTV is also illegal because it is covert (deliberately hidden high and on another building entirely and it films excessively 24/7, every car and person on foot in that area, and not for security reasons).

    That breaches the ICO Code of Practice.

    Certainly NEVER pay this scam PCN.

    Is UKPS in the BPA or IPC?

    OK so doesn't she want to transfer liability to you? I do recall a current court claim this year about WingYip (I remember it because it's that Croydon, innit - see my Avatar...).
