It doesn't sound like you're able to sell it locally to mitigate your losses.
I therefore would work on the basis that you're highly likely to raise a dispute via PayPal...
So take photos of size differentials, design changes, flaws, labels and anything else that backs up your case.
Send it back tracked (ideally via the same method it was sent) to the business address in China.1 -

TBH, this co go to great lengths to explain sizing of their products, when you check the links at the bottom of the page.
Even to the point "There are no standard sizes for dresses in the UK or the EU, therefore pretty much every manufacturer is using their own chart. Please check our size chart for details."Life in the slow lane2 -

There are times (too often) where this section of the forum gets bogged down discussing theoretical rights when, even assuming they are correct, there is little or no chance of being able to enforce them!3 -
