They're not a claims management company, they are licensed as an insurance broker which is what they are. They do however also own a claims management company - not that uncommon as there is little money to be made in selling private motor insurance with high cost of sales so secondary revenue streams are often needed be that owning CMC or getting referral fees from one.
Most of the claims management systems (as in what an insurer uses) I've used over the years have no mechanisms for Claims to record notes on a policy outside of a claim and so its common when you contact claims to discuss an incident they will register a claim and then close it immediately and so that will go to CUE which is where they have picked up your undeclared claim from.
The problem is that you arent asked to declare claims but are asked to declare losses/incidents irrespective of if you claimed and who was at fault. So the only time this would be a get out of jail card is if you had phoned your insurers about a hypothetical event and can't say I've ever experienced anyone so foolish to give real policy details for a hypothetical event… many cases of made up events but then that was them trying to commit fraud.
