They have started to write to my wife now and she has never had her name on the tv licence

BBC/TVL work to the data protection principle that a name can only be used for 6 months from the point they last had it "confirmed".   After that, communications revert to "The Legal Occupier" unless/until they have a name confirmed again.    

That used to be pretty definitive and people went for years and years without receiving letters addressed to them by name.   But BBC/TVL have dabbled with commercially-acquired data a number of times, and are doing so at the moment.

Well, out of mild (or less!) interest I can add that they have reverted to The Legal Occupier after 1 in my name. So a quick glance at the 10 day warning and log basket..
