Yes, people have been convicted for refusing to pay a penaltly charge for littering. In the Nu Labour Reich we live in, it's far easier (and more profitable) for the authorities to pursue the middle classes for minor offences such as this, rather than chasing real criminals."You were only supposed to blow the bl**dy doors off!!"0

I never speed (really! I annoy other drivers all the time:D )- but I was caught recently by a camera and fined £60 + 3 points. I was in a hurry and the speed limit was 30 then 40 then 30.

Not really the place but here goes.
A friend has just been collared by two environmental officers working for the local council, he was going into a shop and uncharacteristically threw his cigarette end on the ground, he is not usually a litter bug. He apologised and offered to pick it up but they would not hear of it, they were very officious and issued him with a note detailing the offence and telling him he would be required to pay a £50 fine and he would be notified by the council to this effect.
What he did was wrong and he knows this, but is it not a bit heavy handed when he offered to pick it up? he is not a thuggish type at all but a nice mannered person. Could he be taken to court if he does not pay?
first time your mate has ever littered and got caught , how unlucky is that?!
Anyway where was the nearest bin that had a special bit for cig ends? If there wasnt one then maybe a way out as you cant put a burning dog end in a normal bin as you'd get done for arson, criminal damage etc.
Personally i'd go to court and argue the case to the death whilst trying to get it adjurned as many times as i could to cost THEM as much as possible.
ok you may pay more in the end but not as much as council/courts etc etc0 -
I didn't know chucking down a cig butt was an offence.
There are too many laws all over the place that one doesn't know about.
I tend to chuck mine down the drains when I am out. Stops any danger of fires. There aren't many public bins these days, nor cig stubbers.0 -
Why dont you ever see them giving tickets to yobs throwing down their entire Macdonalds wrappers ?Oh yes, that would mean getting their hands dirty,wouldnt it?0

If your friend was caught, then you have answered your own question-if he has broken the law, he is a real criminal...0 -
The important thing to me is that had they not been there he wouldn't have picked it back up on his way out of the shop so offering to pick it up once he's been caught is a bit vacant.Bought, not Brought0
