    Just one other thing OP. Ring your local council and ask them for a Stubbi that you can give to your mate. Just to stop future first offences.;) :rotfl:

    There will be more of this as there are new laws that allow Councils to issue "penalty notices" in place of the old bye-laws. Dog fouling is another one likely to be replaced by a FP now.

    I think (but not sure) under the old bye-laws, the procedure for issuing a fine was more long-winded. With an FP, it's done & dusted, there and then.

    All it means is that councils can now fine you on the spot and so are likely to do so. The offences are not new - the penalty procedure is.

    it does a little harsh that the offender could not simply have put right the wrong .... but I guess that those issuing the FP notices are like the parking attendants. They are on "piece work" and get more pay for issuing more notices!!!! Not least as more FP notices means more revenue for the council.

    Oh - does that mean we should all expect our CT to go down? :rotfl:

    I chew gum and always wrap it in tissue and dispose of it properly. If the litter laws were properly enforced we may one day have a country as clean as Singapore.

    Perhaps these Council Officials may better spend their time following Council Refuse Wagons, now they are the worst real litter louts on the planet.

    Never seen one get fined surprisingly.:rolleyes:

    I do agree that the authorities seem to concentrate on the minor misdemeanour but littering is a selfish and lazy act which is turning this country into a s**thole.     Your friend committed an offence and should pay his penalty if he gets one. It might make him think twice in the future before throwing his litter on the ground.

    It's a simple question of prioritisation. With all the serious problems in society, many people including myself find it inappropriate to employ these cardboard coppers to go after the pettiest of criminals, while the real police are too underfunded to fight the battle against serious crime.

    And if you're bothered about your council tax being squandered, ask yourself if it's really cost-effective to pay the salaries (probably £25k+ a piece) of two environmental health Tinpot Hitlers to go round making examples of random people for dropping fag ends, which is likely to have a negligible effect on the actual amount of litter on the streets.

    Your quite right the fines should be at least doubled. Possibly some time in the stocks too 00100.gif

    Sorry, but that is the most rediculous thing I have ever heard!!

    Also sorry to the OP, but I am glad your friend got caught. I hate people who chuck litter on the floor, its so bloody senseless and needless. I hope your friend leans his lesson.

    Its funny how people chuck cigarette ends and litter on the floor when they are out but I bet they put them in the bin at home. Idiots like that make everywhere look dirty and disgusting and need to get some manners and decency!
