Forgot to pay NCP


However I left the car park on 2/8/25 and got the letter today 23/8/25.
Did I read that if they send the letter outside of 14 days they've broken some kind of rule, so I can appeal?
Sorry I'm WAY too stressed in general to seieve through hundreds of posts on this topic, so apologies if this has been answered dozens of times.

That’s 17 days after the incident.
Now, under POFA Schedule 4, Paragraph 9(4):

A Notice to Keeper must be delivered not later than 14 days after the specified parking event.

“Delivered” means actually received by the keeper, not just “dated” or “sent”. (POFA 2012, s.9(6): service is presumed to be on the second working day after posting).
So in your case:

Even if they did post it on 19 August, POFA assumes it was delivered on 21 August (2 working days later).

That’s 19 days after the incident.

Well outside the 14-day legal limit.
👉 Therefore, the notice is non-compliant with POFA and NCP cannot hold you (the keeper) liable.

They are invoking PoFA in their NtK when quite clearly there is no entitlement, thereby misrepresenting their entitlement. Definitely report them to the DVLA for lying about keeper liability !
THEY CAN'T SAY IT WAS A MISTAKE BECAUSE THE DATES OBVIOUSLY DISALLOW THEM FROM ISSUING A POFA NTK.
