I don't think a long appeal even fits into the appeal box Do not write the story of your day.
This isn't a reasonable industry. Generally (and I can count exceptions on one hand) these firms show zero sign of viewing consumers with any ethical care whatsoever and instead view you as prey.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thank you to James-Poisson and Coupon-mad for your helpful comments. OK, I'll cut out the sob story and just concentrate on my reasons for refuting the charge. Regarding the status of the car park, it is a bit of a mystery. My first appeal was to the City of London as the landowners and I did question why Horizon were able to describe it as private land. Their reply was carefully worded to say that the car parks in the forest sit on Epping Forest land [not City of London land] and the infrastructure is the property of Epping Forest, who have entered into a contract with Horizon. There is a charity called Epping Forest (charity number 232990) which makes me think that it is the charity which is the legal owner. However, I will challenge Horizon for evidence that the car park is on private land, i.e. relevant land as defined in POFA 2012 Schedule4.2

Sorry for not updating this before now. Just to let you know that I did win on my appeal as the driver - I think mainly due to me finding evidence on my phone of SMS messages from RingGo. So this can be chalked up as another win against the rogue parking companies. But I never did get the chance to challenge the validity of Horizon's contract on what appeared to be public land.2
