Did you go and pick up the missing PCN from your previous address yet? We'd like to see it but not the reminder and not the laughable £170 threatograms that follow!

We understand that you may need some pointers. It looks laborious, we get that. It doesn't matter; no knowledge is needed except re your own experiences so you can call out a scam industry and you'll protect millions of motorists and help change the law.
I've written some guidance on that thread. I have covered almost every question, providing ideas if you agree with our stance on things like DRFs, which we say must be banned.
Ordinary people like you are falling victim to this scam 15 million times per annum. Motorists need your voice added please.
I bet you'll have a thing or two to say about the fact that the Joint Code changed the 2022 Code and allows no (zero) consideration period - for people who stay parked and don't decide to leave - to read signs and pay.
My view is that in ALL pay on arrival sites, there must be at least ten minutes to pay. Maybe 15 mins at really large car parks with apps only, or a lack of machines.

Taking a long time to pay for the reasons you explained is a delay caused not by your fault but by a 'frustration of contract'.
No judge would find against you. We know what we're doing. I've spoken for people in court hearings v PPCs and you'd almost certainly win and any judge would be peee^d off that his/her court had its time wasted on a frivolous claim when you clearly paid for your parking period.
