does that mean that nothing can be done in a magistrates court if LoC is not served by 17th Jan? But if Saba really wanted to they could try going via county court? or is the PCN totally dead? as its a railway byelaw I am not sure of the potential possibilities of any further action once the 17th Jan passes0

A Penalty Charge cannot later morph into a Parking Charge, nor can it be pursued via the County Court.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
