OP if you placed an order online it is likely a distance contract with the right to cancel, timeframes vary depending upon information given.

Chargeback covers non receipt and not as described but the thing where they cover a promised refund is that is all circumstances or only non receipt and not as described?In the game of chess you can never let your adversary see your pieces0 -
Given retailer has said they have refunded, then it would be non receipt of refund.
Not convinced "Not as described" would work. Given OP only saying "does not fit". Which retailer can contest stating ordered X & received X size.

I just wasn't sure if non-receipt of refund was a specific type of cover or whether it had to be linked to non-receipt or not as described.
So even if someone changes their mind, as long as they get an email to say
"xx/xx/xxxx £35.89 refund to card ending 1234"
a chargeback for non receipt of refund is valid.
