TNC Collections - Parking Fines (PCNs) on flat parking

I emailed as per Step 4 of the newbies thread, and NPE DPO acknowledged this and erased my data from their system. I sent the same email to the DPO at TNC Collections (they don't actually have a dedicated dpo email so sent to main customer service inbox) and they asked me to provide an image of my V5 to them? They also requested this when presenting me with the 7x PCN's and wanted me to prove I changed the documentation in May.ChirpyChicken said:They are such an ignorant bunch of people @ TNC. ignore any threats, just instruct them to update their records . but its mainly NPE who need to do this rather then TNC

Well if your V5C is up to date now, then you could send them a picture and quote the Joint Code at them, which says (somewhere - your job is to find the clause) that debt recovery must be paused and PCNs must be reissued at the original rate, where it is clear that the PCN wasn't received (e.g. new address).
P.S. Just so you manage your expectations: they won't do it!

I found the following clause in my tenancy agreement -"10.24. You agree to park only in the space/s or garage allocated to the Property (if any) and to keep any vehicles kept at the Property fully taxed and in a roadworthy condition.""10.25. You must obtain written consent to store or leave on the Property or any communal car parking space any commercial vehicle, caravan or boat, such consent not to be unreasonably withheld or delayed."there is nothing on any permit needed, can I use this as argument while sending the v5c?0

Got a response this morning from TNC -
“Thank you for your email.I have looked at your V5 and it shows the new address and it was changed on 01/07/2025.
Please note you have 4 tickets dated:
14/04/2025
16/04/2025
19/04/2025
22/04/2025.
As you only changed your address with the DVLA on 01/07/2025 the tickets were all issued to the correct address.
Please note the client who issued you the tickets can only request your information from the DVLA, if you do not update your information with the DVLA when you move address any letters will continue to go to the address that is on the DVLA file.
Failure to change your address with the DVLA can result in a £1000 fine.
After looking into these accounts, we cannot cancel them as they were issued correctly for no permit and issued to the correct address from the DVLA at the time they requested it, with this in mind the full balance of £680.00 is still outstanding.
If you need a payment plan, please call 01242 214 696 to discuss plans.”

so they have ignored your request to re-issue the PCNs ( not that you'd pay them anyway )
and they have ignored the fact that the property lease ( conditions of which over-ride anything they want to say ) does not mention a permit so you are under no obligation to display one other than as a courtesy3 -
You were wasting your time with TNC
Just tell them to amend the address

Dear TNC /CIS
Please rectify the address you hold to my new address as previously evidenced.
Your client has already done so
I will not be paying anything to your firm as i am not a gullible piece of low hanging fruit and i suggest you
go and try to bully someone else
Your letters are completely false and misleading and have all been seen before. There is no "pending legal action". I am well aware you Debt collection activity does not include legal action as per your sales documents

I emailed them in response to them ignoring my request to change the address below:Hi,I’ve given you my current address via the V5C but haven’t had any confirmation that the old one has been erased from your records. Please confirm that you’ve updated this and will only use my current address going forward.
They responded with:I have sent the information to the correct department.
The tickets are all outstanding.
Please provide the information on when you will be making payment and I will update the accounts
Basically ignoring all requests to remove my previous address. They also tried calling me this morning on top of this too.
Surely this is against all GDPR laws to hold this information until payment on these PCN’s are made?

If they refuse to change/erase your data, just report them to the ICO.0
