You said it didn't sound ciminal at all, but if the driver was reackelss as to whether damage was caused, it could be a criminal offence.user1977 said:

I'd have thought what's most important to OP is getting mobile so contracting his own insurance company (who could pursue Uber) would seem the quickest way to get a result. Surely he needs a replacement ASAP while any claim is being pursued.3

If the driver was just careless/clumsy handling it then it's a civil case and needs either claiming on your insurance (and they then claim against Uber) or you send a Letter Before Action.

They're trying to fob me off with "I'll make sure you don't get that driver again"

Even an 'extra light' powered wheelchair weighs at least 25Kg, more with the battery attached.
No sweat for a guy who does weights in the gym but probably a struggle for many people who do a sedentary job such as taxi driving.
Plenty of advice given already about getting your damage fixed.1
