DVLA - Exempted vehicle tax refund

I'm a disbaled person, My PIP award was acknowledged back to 2020 and was renewed, I was paying vehicle tax since 2020 as I was not aware of tax exmption of disabled people, I sent all peper work to dvla and the vehcile now registered for disabled person, in the main time I applied for tax refund but they issued only one year backdating, I sent online enquiry and they said it shuold be refund for 2 years only, I asked which legislation saying the refund should be limtted to 2 years only but they sent back few articles in relation to time limit of applying to tax refund (12 Month) they did not provide anyanswer. 

anyone to highlight this issue pleaase? I already sent for a review but I don't sense any good from thier side (hoping Im wrong- doubted it)

I’m sorry to say it’s your fault for not knowing you were entitled.
When my wife’s PIP was awarded it had the exemption certificate included.
With info leaflet. How to etc.
Info pack for me to claim carers allowance and a few other bits.
If they are offering 2 years back that is a result in my opinion.

Just make sure you get the other stuff you might need, M6 toll road exemption £8 for the year, it’s £8.40 each way.
London congestion charge exemption is £10 for 3 years, then renewal is free if done within 90 days of renewal date. 

Blackwall tunnel and Silvertown or whatever it’s called, free travel.
Dartford crossing free.
Plus a few others. Can’t remember then all sorry.

My PIP letters came without anything! no exmption no leaflets. unfortnatelly I have no family nor friends to help or advice, I came to know about road tax exmption accidentily. I rary drive or go out.  I'am just wondring why DVLA didnot refund whatever I paid  hence there is no any legislation to limit the refund. so was my inquiry if there is anything I my not aware of!.
