    My solicitor is happy to write the appropriate letter but needs his name.  They would use the same routes as me, voting register and land registry. 
    House is registered, built in the 70’s. Is there another way to find out the owners name?  Online indicates it can take up to nine months for the land registry to be updated.

    If you sign up to the Land Registry alert service for your neighbours property, it will show any transactions that are in the queue to be actioned by the Land Registry on that property. Assuming that the owners conveyancer has filed the TR1 with the Land Registry, you can then apply by post for a copy of the TR1 document before it is officially registered and find out the owners name.

    Thanks Silvercar.  It is not a new build.  A small 40 year old two bed mid terrace with garages in a separate block.  I understand both he and his father are in the building trade, so not sure if he is moving in or selling on.

    'Civil' in this case means the decriminalised parking and moving traffic offence regime which applies to public roads and car parks.  Some councils also carry out parking enforcement in council housing estate roads and car parks, but these are also available to the public and have to be controlled by a traffic order for the civil enforcement scheme to apply.

    The OP's situation sounds like a private access way, which would be outside the scheme.

    Just a renovation so no planning application needed.  
    I was trying to find out the information to save on costs but I will ask the solicitor about a tracing agent, thank you.
    Unfortunately this is the second time this has occurred.  First time with a previous owner 10 years ago.
    A strongly worded letter did the trick then.  I have no choice but to follow through, as on road parking does not exist on our estate some days.  People have multiple cars and use the garage for storage and some cars dont move for weeks.  We cannot park on the main road.  I am of an age where my car is essential for health reasons.

    Any idea how extensive the works are? New boiler? Change in kitchen or bathroom layouts? Any internal walls coming down? Any extension, regardless of how small?
    These would likely require Building Control - have you asked them too?

    The houses are small, lounge, small kitchen diner, two beds and a small bathroom so no room to actually demolish anything.
    Definitely new boiler as there is a very large pipe coming out of the wall just above the fence between him and my neighbour.  Cannot think what else it would be that size.
    the piece if land we drive over to access our garages say joint responsibility for upkeep in the deeds, but no right to park on it, so council not interested. 
    I did not realise I could sign up for alerts at the Land Registry. I have already paid twice, only to find out the records have not been updated.
