New neighbour blocking access to my garage in separate block

Hi,
I have a new neighbour, name unknown. For the last four months he has been renovating a property he purchased two doors from me. Small terrace house but drilling all day every day and still going on, even weekends. Our garages are in a separate block, with his garage being opposite mine. No parking spaces and only room to drive over the shared access to garage your car.
He and his workmen have been parking across his garage which means I have to go and ask them to move every time I leave or return home. I put up with it for the first few months but I have had enough. Polite requests not to park there have fallen on deaf ears and his builder friends are now getting aggressive when I say park elsewhere.
I want to send a letter, via my solicitor, reminding him that this is not a parking space and our deeds say access only.
i cannot find out his name. The land registry has not been updated and neither has the voting register. Is there anyway to find out his name. I posted a polite note through the door but he took no notice.

Do you need the person's name? The issue is liability for your losses because you can't get access to your garage. That liability will be with the person who blocks your access not necessarily your neighbour. You therefore need the car/van details of who is obstructing you. Take photos.
Also, speak to a legal expert about responsibility for the losses if your neighbour has told people they can park there. It may be different from above.
If you've already tried a polite verbal request and a polite letter, the time has come for something less easily ignored. Good luck.0 -

Thank you. The new neighbour, who I think is in the building trade, is telling the workmen they can park there. He is also doing the same thing with his van.
The workman today has been asked before not to block my access but the response is “where do you expect me to park”
Parking on our estate is difficult, as there are so many people with white vans who live here. It is known as white man van estate now! There was no on road parking when I came home today, so had to garage it, even though I was due out again 30 minutes later.My difficulty is I cannot find out his name. The two routes, voting register and land registry, are not up to date. I have paid twice for the land registry and it is still showing the previous owner. It does not tell me when the info for that particular property has been updated until I pay the fee.
I do not want to post a “to whom it may concern” through the door, as it might go straight in the bin thinking it is junk mail.
The owner is not currently living in the property, different people going in and out all the time.0 -

Is there another way to find out the owners name? Online indicates it can take up to nine months for the land registry to be updated.

You could try a tracing agent. Your solicitor would/should have thought of that as well though. It wouldn't do any harm to send something suitably threatening to the occupier/owner though even if you don't know their name.1

Thank you"To the owner/occupier" should be sufficient at this stage. Even if you knew his name and the solicitor puts it on the envelope there's still a good chance of it going in the bin unread.Have you checked to see if a planning application was made for the work being done? If it is just renovation then unlikely one would be needed, but if one was made it might be a source of the owner's name.4 -
Based on my experience, a letter from a solicitor, unless it's free or informs about the following realistic steps, will be a waste of money and will be ignored. Enforcing what deeds say is a hard and expensive task.1

Just a renovation so no planning application needed.I was trying to find out the information to save on costs but I will ask the solicitor about a tracing agent, thank you.
Unfortunately this is the second time this has occurred. First time with a previous owner 10 years ago.
A strongly worded letter did the trick then. I have no choice but to follow through, as on road parking does not exist on our estate some days. People have multiple cars and use the garage for storage and some cars dont move for weeks. We cannot park on the main road. I am of an age where my car is essential for health reasons.
