Over 70 licence renewal is this new?

I just applied to renew my driving licence again online and now they won't issue the new licence until I send the old licence back.

Is this because I never sent my old licence back the last 3 times I applied or is this a new thing?

It is the correct DVLA site I applied to.

    It is a requirement , so whether it’s new or not is academic.
    Any particular reason you didn’t send the last ones back?

    Only a couple of weeks ago, I helped a friend renew their over 70 driving licence. The licence arrived in the post in a few days with a request to return the old one, so nothing changed.

    As a side note, the DVLA site doesn’t seem to pick up the picture from the passport. My OH is having to post her application together with a physical photo… despite having a one year old passport with a one year old photo on it, how last century is that?

    Because it's a waste of time/money if nobody at the other end appears to be monitoring whether they are returned or not?

    What seems to have changed - at least from the OP's account - is that they want his old licence BEFORE they send the new one.

    You wait until DVLA accidentally create a separate name when its should be a hyphenated single name and then you can't get a passport online...

    Have you seen the price of stamps nowadays? 

    My first "free" one at age 70 I 'failed to return' because they don't provide a prepaid envelope or freepost address.  There's been threads on the same 'cut in two and return' request for 10 year renewals of Licence on this very site.  Same with swmbo's Blue Badge(s).  Easier to destroy them, semi-securely, with scissors or a shredder.

    I'd seriously doubt that DVLA are set up to receive licences in the post, match them to renewal requests and post out the correct one after logging it on a computer (or then start the automated process to issue a new one).

    I did a change of address a few days ago and they used my passport photo, the new licence arrived within a couple of days then I sent the old one back because I do what I'm told. :D
    Tall, dark & handsome. Well two out of three ain't bad.

    I'm on annual licence renewal requiring the completion of a D4 form and for at least the last few renewals I've not returned the old licence. They're all sitting in a drawer somewhere.

    Does anyone really send their old one back

    difference here though is they want it back before they send the new one, that could cause a heap of problems
