I have multiple returns that have been refunded as my payment method was PayPal. These weren’t cases or disputes and were never even flagged with PayPal0

I’m not going through 13 years of PayPal transactions to provide you with a yearly figure of how many returns I’ve made. Let’s just say it’s probably more than they’d like it seems0

It's not the actual number, it's the percentage.
Paypal make money on each transaction.
They loose money on returns.
If you return more than about 0.75% of the stuff you buy using PayPal you will be costing them money.
If you have been exceeding that in returns for a while the buyer protection claims (that cost them a lot of money) will have pushed you over the limit that they are prepared to loose.
Reinstatement of the account will only come from getting the numbers back right so you'll have to keep making purchases with out making any claims or returns.
If you can find a way to speak to Dublin support they can confirm that. If you know anyone with a paypal business account you can try getting them to request a support call and speak to them that way.1 -
Also it must be remembered that PayPal aren’t obliged to provide you with any additional information.
