I'm assuming it doesn't make a difference because no matter who they get on the phone, chances are the person on the phone won't have the authority to reinstate buyer protection for OP. It doesn't matter how well they understand you if they can't do what you're asking them to do.
As far as I'm aware you can only get hold of PayPal CS in Ireland if you're a business customer now, and even then it doesn't seem to be guaranteed.
In any case, if PayPal are refusing to deal with it OP's only recourse is to small claims court or their card provider, there's no way to insist that PayPal provide the buyer protection service. PayPal do state that you can raise a dispute with your card provider if a buyer protection case is closed against you. I would however assume this information would be added to OP's account and could potentially contribute to a full ban at a later date.
There's instructions on how to raise a complaint with PayPal here:

OP, have you figured out what keeps going wrong with your purchases? Were all of the disputed transactions due to empty boxes/missing items? Were you there when it was delivered, and therefore know for certain that the item went missing while in transit and not while it was sitting in your garden or postbox? And are all of these deliveries being done by the same delivery company - or the same person working for a few different delivery companies?
Given the value, it's worth contacting the courier company who delivered the empty box - if it went missing in their hands, they might still have it, or know who took it. Raise the dispute with them. Who knows, maybe they are right now looking at a mysterious £1000+ value item sitting in your local depot and wondering where the heck it was supposed to go...
One of the local drivers for one of the parcel companies that deliver to my house was a known thief, something I only found out when calling them and eventually being put through to the depot. The item I was trying to track down turned up "sitting next to the roller shutter where it definitely shouldn't be" according to the person I spoke to, and after that it was delivered - by a different driver - a few days later. So if you haven't already checked up on this it's definitely worth a try.

Actually it makes a huge difference who you get through to with PayPal or at least it has done in the last when you could actually speak to the staff in Dublin. I managed to speak to people in the back office/case workers on numerous occasions who were extremely helpful. To put it in perspective I would to an agent in the Philippines this morning who when asked when my buyer protection will be reinstated they advised within 72 hours. This is simply a lie at worse or just plain false information. I’ve previously been advised I will need to wait 180 days by another agent and another advised only the back office can clarify which I’m assuming is more like it. The information given is usually inconsistent and there’s 100% is a language barrier with a lot of their staff in the Philippines. It feels like they’re just going through the motions with their responses without actually listening to what I’m saying.

Regarding the empty box I have already contacted DPD. The box was tampered with but they can’t/wont refund as the contract is with the seller so they’ve referred me back to them.

Have you heard anything from the seller?
Are they a business or a private individual?

Business. They claim to have carried out an investigation with the courier and are satisfied the order was successfully delivered.

So I’ve just received the following message from PayPal after querying when/if I’ll be getting buyer protection back. The email didn’t clearly answer the question. I’ve now spoke to 5 Filipino representatives - ALL of which have given me different interpretations of what they believe it means but still no direct answer. For example on one of the calls I spent a good 3 minutes outlining my issue - the call handlers response was “So this is about buyer protection?” …

I had a long conversation with PayPal yesterday asking for them to clarify IF and WHEN the buyer protection will be reinstated. The agent said he would ask the back office to look into this and raise a case to get the limit lifted on my account. I received the following response which infuriatingly doesn’t answer anything!

I believe you mentioned only 3 disputes whereas paypal refer to an excessive number which doesn't really tie in.

I’m assuming they are referring to returns as well as disputes.

Keep phoning, emailing and complaining and I reckon they will just close your account.

I just want some clarification not an automated response be it via email or with an agent
