Hi,
I as keeper received a Parking Charge from BridgePAM. The letter was dated 27 June for 'Unauthorised Parking'.
I am planning to appeal in the first instance using the generic wording in the Newbies Guide.
I dispute your 'parking charge', as the
keeper of the vehicle. I deny any liability or contractual agreement and
I will be making a complaint about your predatory conduct to your
client landowner.
There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.

I have 2 questions:
- The letter did have evidence accessible on their website including a close up of the sign - should I still include the section around the evidence in my appeal?
- The online appeals form has a required 'I was the driver of the vehicle' Yes/No field. What should I put here?

and please let me know if there's anything else (info or otherwise) that I should add to the thread if it will help give context.

You could remove the part about signage if you want, after all, it is a template, not set in stone
Before you appeal, check if the pcn letter complies with POFA or not
Ideally you do not reveal who was driving, not unless they complied with pofa1 -
Driver stopped to pick up 2 passengers (incl a baby) for around 5 mins and was in or next to/loading the car the entire time. There is photo evidence of the vehicle.Here is the redacted charge:The notice doesn't explicitly comply with 9(2)(e) "state that the creditor does not know both the name of the driver and a current address for service for the driver"There is also a typo in the postcode.Is there anything else I am missing?0

I can't seem to edit my last post but here is the signage:

I cannot see a specific invitation for the keeper to pay, apart from, please pay this parking charge now
There was no parking contract on offer to the driver, it's possibly forbidding signage, cannot contract to do what is forbidden
I cannot see any observation period, no period of parking, just a single time that was redacted, could have been 5 seconds or 5 minutes
Check what the BPA Code of Practice 2025 says about a consideration period
The signage terms and conditions are miniscule, especially the £100 warning buried in small font in the small print
The Jopson vs Homeguard case states that loading and unloading is not parking , so would probably win out if it went to court, so I doubt that the driver actually parked, but did stop to load / unload , so a classic legitimate task which was upheld in the Jopson case on appeal

Furthermore, your notice to keeper is not compliant with the Protection of Freedoms Act 2012, Schedule 4. It particular and without limitation it fails to satisfy the mandatory requirements of 9(2)(a), 9(2)(e), 9(2)(f).Is there anything else I need to add (do I need to explain those POFA failings and raise the signage point at this stage?)
How do I handle the question on the appeals form around the driver given the NtK isn't POFA compliant?

I also noticed that "28 days beginning with the day after that on which the notice is given" (POFA requirement) is not the same as "after 29 days from the date given" (on the PCN)0

In other news;-
Companies House state that Bridge Security Ltd (Registration number 04188368) is in liquidation and has been since 9th December 2024.
(The reg number and office address are wrong on the NTK and the sign is at least 7 years out of date).4
