In addition to what others have said. The display can accept HDR10+ signals, it can process them, but as a local dimming LED it will not really have a great representation of them (or indeed even HDR/10), you would need an OLED for that.
For the TV itself, HDR10/10+ does not need to be enabled separately, a long as HDR is turned on on the TV then it will use the 10/10+ signal data and show that on the info section, it will obviously only show that when the source is actually HDR10/10+.2 -
How do you know you are not getting anything in HDR10+?
If you are feeding it with the correct source that has the feature the TV will implement it. However on a cheap 32" HD set I doubt that you would be aware one way or the other.
There are no settings in any Samsung TV to enable or disable HDR10 or 10+ If the source transmits it the TV shows it.

You generally wouldnt expect there to be any setting about HDR10+ but there probably is a more generic HDR on/off somewhere in the menu system (though it may also not be available in all viewing modes). So presumably the "input plus" you cannot find in the menu system?
Why do you think it isnt supporting HDR10+?
What source are you feeding it that has HDR10+? Have you checked its turned on in your source?
