MHCLG FOI team replied to my request for the number of responses received to Private parking CoP consultation.
There were 4,526 responses in total.
4,415 of these where received online via Citizen Space. 111 were submitted via email or post, the breakdown given for this stakeholder group didn't tally so I've asked FOI team to recheck it.
Number of responses per stakeholder group received via Citizen Space:
Motorists - 3966
Motorist representative groups - 15
Private parking operators - 95
Law firms involved in the enforcement of Parking charges - 1
Accredited Trade Associations - 1
Debt recovery agencies - 5
Private parking industry representatives - 5
Owner of land or premises on which private parking is provided - 78
Business with an interest in how private parking in managed - 53
Not answered - 80
Other - 116

So both ATAs responded by post and one of them also used CitizenSpace.
I used CitizenSpace and sent a separate email with evidence that CitizenSpace didn't seem to lend itself to attaching.

A positive consultation response and suggestions from Money Advice Scotland (their quoted local authority PN costs are now outdated).
Let's hope MHCLG received many more responses like this one suggesting...
"Any parking operator that issues a charge to a motorist who has paid fully and correctly should face penalties, such as fines imposed by the government or a consumer body."
"This would deter operators from exploiting technicalities, such as delays in payment processing due to system errors or connectivity issues."
"Consumers should not be penalised for the operational shortcomings of the company, such as faulty ticket machines or inadequate infrastructure."
"Upholding appeals in these cases ensures operators are incentivised to maintain functional systems."

The whole thing is political. Sadly, politicians make decisions based on keeping their seats rather than the greater good.

Which is why Alex Norris seemed intent on kicking the can down the road in 2025…no disrespect but IMHO, thank heavens he shuffled off elsewhere.
We all know what the PCN cap should be for the greater good. It's not £100. And of course the double recovery fake fee must be banned or the Code will be blocked by MPs.
Your industry will have to adjust because in all likelihood, you aren't getting what you want.
