    people wearing a pendent need to stay with a copper line - 

    Not possible in the medium term, the providers of these services will either goto SIMs and/or produce equipment which is compatible with FTTP/VOIP phones.

    I have recently discovered if a person needs to wear a health pendent which works with the phone line, it will not work on a fibre line, therefore people wearing a pendent need to stay with a copper line. 

    The people providing the service are looking at a mobile phone option, so the base station has its own SIM card and is independent of any phone line.
    Of course, that assumes you can get a mobile phone signal.
    If it sticks, force it.
    If it breaks, well it wasn't working right anyway.
