    A local put this on the side of his wall, does it need planning permission?
    It's a gap in a row of terraces and it looks rather threatening. I don't live there, asking for a friend.

    I'd be so tempted to buy the cheapest banger I could find and park it up to see how many of those threats can be enforced. 

    What a nutjob. I do fear for their blood pressure, and partner.

    Also, unless they're a registered business I don't know how they'd get the vehicle owners details from DVLA! I suspect its a slightly unhinged person who thinks they can slap 'fines' on their neighbours cars! 

    The house was sold last year, so the new owner has lived there for less than 12 months.

    It seems to be access rather than parking the sign owner has a problem with... unless you are one of the 'lawful residents of No 1 xxxxxx xxxx' just walking on the area should be enough to trigger the response.

    I have just looked on the councils planning website, there were plans submitted but withdrawn to build 2 flats at the rear. Instead, they converted an outbuilding into dwellings. So that has likely upset someone.

    Is the converted outbuilding the one with the van parked in front of it in the picture?  Presumably it wasn't the current owner of number 2 who sold the outbuilding for development?

    If this driveway is the only means of access to the dwellings in the converted outbuildings then it could get very messy... unless a right of access was granted before they were sold away from number 2.

    (details of the registered keeper that is, who is not necessarily the driver or owner).

    You need to read the link you've posted, as a private individual they won't give you that info.

    Plenty would argue that the 'firms' that provide private parking enforcement shouldn't be allowed that info either!

    Seems to be covered under "You are a private individual making an enquiry about a vehicle trespassing on your property...We can provide the vehicle keeper details where a vehicle is known to be trespassing on your property so you can contact the vehicle keeper or take civil action against them." (no, they can't put on their traffic warden hat and dish out tickets, but I suspect that's not what is really going on here despite what the sign says)
