Tell me about it! I brought up 4 lovely young people, who (no doubt like your DD) are doing very good things for Society, unlike the parking industry, some of whose main rogues and apologists need to be dragged down kicking and screaming. No idea how they sleep at night.

POPLA have responded " I can see we sent you an email on the 25th December to advise the case file was uploaded, and that there was 7 days to provide comments. As you have not contacted us within this window, it is unfortunately too late to review and provide comments to the evidence."
So they are getting this…
25th December was Christmas Day. Did you seriously send an email on Christmas Day?, as I did not receive one.
"I will ask again. I have the right to review what they have sent even if your unfair system expects people to review and comment over the Christmas period. I demand a copy of their evidence for my own files. I have been unable to download as all links to do so have vanished. This is not a transparent or fair process by any means.It is known that POPLA do grant access and extensions in cases where documents cannot be downloaded"
If nothing else I want the evidence. I'm hoping it has some Grosvenor contacts shown in the documents so she can contact them directly. Their customer relations office have gone silent and approaches to the CEO and MD were ignored.
The entire system is stacked against the motorist.
CM, how you raised 4 children whilst dealing with firms like these and helping others marks you as truly amazing.

Got the evidence pack. POPLA are refusing to allow comments on it though. Sadly Grosvenor signature and name is redacted, and it's dated 23/01/23. 3 years ago!. No contract end date. Pics of MB signs could be from any car park anywhere, and none near the Bransby Wilson signs or even mentioned on BW signs.
Have emailed POPLA to that effect. Grosvenor not interested.
I think the process is a punishment in itself.

This is truly pathetic of POPLA.
Blocking a person from seeing or commenting on the evidence because 'you didn't tell us quick enough'.
Wait for the decision then ignore it if not 'won'.

Not expecting much given POPLA decisions lately. They can't even decide if they sent the operator pack emails on 19th Dec or 25th Dec - we have 2 different responses - one arising from the online web request and another from the direct email. Shocking.

The appellant has raised several points in their grounds of appeal. However, for the purpose of my report, I will be focusing on the following: • The signs refer to Bransby Wilson and not Minster Baywatch and their payment went to Bransby Wilson, so the driver has not entered into a contract with Minster Baywatch. In support of their appeal, the appellant has submitted the following evidence: 1. Their RingGo payment to Bransby Wilson. 2. The Bransby Wilson signage. 3. An old tweet from the Supreme Court. 4. A comparative Parking Eye sign. This evidence has been considered in making my determination.
Assessor supporting rational for decision
I will be allowing the appeal, and my reasoning is outlined below: It is the responsibility of the parking operator to provide POPLA with sufficient and clear evidence to demonstrate that it issued the parking charge notice correctly. In this case the PCN was issued as the parking fee covering visit duration was not paid in full. The appellant has provided evidence of signs on the site which are also present in the parking operator’s case file. These signs clearly indicate that Bransby Wilson Parking Solutions Ltd manage the site. The RingGo payment the appellant has provided also shows it was made to Bransby Wilson. The signs do not clearly specify who the Creditor is nor does it explain whether Minster Baywatch and Bransby Wilson Parking Solutions Ltd are the same company. Therefore, I am satisfied that this has caused confusion for the motorist. I do not consider that the parking operator has adequately rebutted the appellant’s grounds of appeal. The appellant has referenced other points within their appeal to POPLA, but as I have allowed the appeal, I do not feel that it is necessary to address them.

Nice one.
Try invoicing Grosvenor for your time, followed up with a Letter Before Action. That will put the frighteners on them and throw a spanner into the works with their relationship with Minster.
A third party not contractually engaging with customers on their land but purporting to do so in order to make financial gain is fraud. And Grosvenor are jointly liable. Look at the 2006 Fraud Act.
