Because "YourParkingSpace Ltd" are not members of either BPA/IPC even though their sign refers to a parking charge being issued for non payment.
It refers to a "main T&C" board. Is that another green one or a Horizon one? And is there a green Parkmaven one somewhere?!
If we can find out more information and crafted a very careful query to Tesco, a response could be elicited that would undermine Horizon PCNs.3 -

Doesn't this just prove that the maximum stay period, which is supposed to ensure good availability of spaces, is really a revenue generating exercise? Renting out spaces to commuters doesn't help store customers find a space.The thing about that is we live in a small coastal town the car park has always had a two hour limit and obviously people use it to go to the beach not far away not a problem, no leaving site terms and conditions.But Horizon who managed the car park by ANPR (camera still there even though their signs have gone) allowed you to stay all day for £3 but there was no reference to this in the car park, I only found out on their website.It still shows on their website but now only by a monthly or yearly charge.Your parking space shows you can book at £4 per day plus 60p service charge.Two different booking companies, no mention of a PCN fee or ANPR and Tesco who bleat about parking company needed to manage car park so there is always a space for customers, now hiring out their spaces.All a bit strange and contradictory and the motorist is expected to know all the rules the moment they drive in!4 -
Will we see a case where someone has paid the YPS fee but then has been issued a parking charge notice from Horizon?From the Plain Language Commission:

It's been a few years since i read up on YPS but from recall...if you purchase a parking space through YPS you shouldn't receive a pcn from the on-site PPC for the period purchased. I gather YPS must notify PPC of your paid parking period.
If you were to get a pcn you would contact YPS. They will get the PCN cancelled as long as your details/payment entered on YPS were correct and confirmed.2 -
The Car Parks where Tesco have done this are a (purposely?) confusing mess!For example, Leighton Buzzard (Bedfordshire) Tesco Superstore, has 13 green YPS signs (41% of total) and 19 (59% of total) blue Tesco/Horizon signs. The YPS signs merely indicate that action needs to be taken if staying more than 2 hours. Whereas at certain times of the day/week, in fact Horizon send out PCNs after only 1 hour, or even 15 minutes..The green YPS signs are far more visible (particularly after dark) and from many locations in the car park only the green YPS signs can be seen, luring the driver into believing they are OK to stay for 2 hours at any time of the day/week..

Yet I know from experience that Horizon send out PCNs based on the times shown on the 19 'blue' signs:

Yes, I don't see how Horizon can claim they have formed a valid contract with anyone when their contract is literally on the reverse of another parking company's sign.3

That last sign which I believe doubles as an entrance sign does not conform to the joint COP:3

I typically only go to Tesco to pick up a few bits.I don't want to risk doing a big shop, having a snack/coffee, etc. and then finding I've transgressed whatever rule(s) they've decided to impose.They've driven away my business.4

Me too. Go in get what's needed no browsing in the clothes or household depts now and find somewhere else for a coffee/snacks.4
