    Not sure that helps the OP. Laid up cover provides cover for fire and theft, but no cover for anything to do with road accidents, meaning no third party cover. So for the purposes of continuous insurance regulations it's the same as not being insured at all, and he would still have to unSORN/reSORN the vehicle (and get "proper" insurance whenever he wants to use it. Deals with the risk of it being stolen while on his driveway, but that doesn't seem to be his main worry.
    The quoted context was "I can't afford to insure two cars at once", from which I intended readers to infer that the issue it might deal with was that of having to keep some insurance on it to avoid getting fined. 
    It doesn't avoid that problem though as it won't stop him getting fined. The car has to be insured against third party risks, not just have "some insurance.on it", and SORN/laid up insurance doesn't do that.
    Yes, I was thinking the SORN insurance would meet the need for cover while it's laid up, but I was forgetting it it has to be SORNed which removes the need for cover in the first place, so it wouldn't actually help even if it met all the requirements.

    Won't solve the issue, it only covers Fire and Theft and not third party liability and so doesnt get registered with the MID. The actual legal requirement is to have TPO insurance but as all policies other than laid up cover TPO people simplify it and say it's "insurance". The legislation isnt so lax 

    The enforcement is simply done, compare DVLA records of all vehicles not SORNed with the MID database of all vehicles with insurance and look for the gaps.

    Thankfully because its legislation you can read the discussions that were had in Parliament, certainly openly what everyone was saying was it to reduce uninsured driving.

    The conspiracists probably more think of it as another tax/levy as either you buy the insurance and so pay IPT or you get a fine. I think saying its explicitly against self repairing -v- all the other reasons someone has a car laid up is probably a bit too far down the rabbit hole for me
