First time to use YBS, (Yorkshire Building Society) it seems their online website is struggling and  keeps going into a loop and even though I have received an email to say I can transfer in (now), the it just goes into a loop and when I called their phone support,  and explained the problem I get told:  have you tried our website or try again later. I would be interested to hear others' experience. Perhaps avoid?

As not everyone is having an issue, trying another browser might solve the problem, e.g. Firefox instead of Chrome etc.

The term "transfer in" is usually used for a cash ISA. Is this what you you mean?

    Yes.

My other cash ISA had matured and I want to transfer it into YBS.

Approach the S&S provider and ask that provider to organise the transfer in.

    Example

I have opened my Yorkshire Building Society ISA  over 4 weeks ago and still not able to transfer in.  They do not deliver and I am now wondering what happens if I want to withdraw funds??  I would like to transfer some of my funds from Coventry BS Flexi ISA 3.93% to another Flexi ISA, have read some posts and I have an account / not able to use:
Tembo, 212, Moneybox, Vida Savings, Kent Reliance, YBS, not many left. Is there an account I can try?

Why is YBS unable to transfer-in your funds? Is that from your Coventry ISA or a cash ISA held elsewhere?
