Hopefully they won't bother paying the fee and will let the other be stayed too. Either way, I'm ready to fight it.
Thank you for the reminder re: the consultation, I hadn't already done it as it slipped my mind over a busy few weeks, but luckily the deadline has been extended!

Govt public consultation form completed, what a ball ache that was, but I hope my response is of some use.
N180 DQ received by email from bulklitigation@dcblegal..... for the second PCN. The defence submitted on this one was the new shorter version and on MCOL. As I understand it am to ignore that email from bulklitigation and await An N180 from CNBC sent directly to me, yes?
The first PCN remains stayed. The defence submitted on that one was the old long version and via email.
As of 1st October the entire university campus will be under ANPR parking run by First Parking, so expect a lot more of these.3 -

I know to add "cause of action estoppel" to defence for second PCN (issued 3 weeks after the first one).

Also very glad my daughter already graduated from there years ago!
Even dropping off belongings on site, picking her up at the end of terms or taking her to the GP when she had a fever was fraught with concern about getting ticketed. I recall not going inside with her and instead, standing in front of my numberplate and giving my 'angry mum' evil eye at a security guard to 'dare' him to try to take photos of student unloading activity ... he scuttled away!
ANPR will mean no parent can do any of that for students, as it takes more than 5 minutes to traverse the campus.
And every parent, students, staff, taxis, workmen/women and delivery drivers going to replenish the on-site Co-op will get PCNs: nobody will know it's changed if F1rst don't put copious 'changed terms/enforcement' extra signs up!
As for food deliveries: it will become a no go area.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I understand that the University are allowing the first hour free of charge, however, there is a GP practice on campus (which I used to work at) and it's not unusual for the GP to be running 45 minutes behind, so where does that leave the NHS patients having to access through the ANPR?!! Probably leaves them feeling even more stressed than they were, worrying about having pay for parking or getting a ticket.
And for students loading/unloading, that cannot be done in an hour, and they're even charging 24/7 so there is no period that is free of charge. They've hundreds of parking spaces that aren't even used daily, it's just pure greed mixed with woke ideology (rife on University campuses).
This university is obsessed with stopping people using cars, as well as making loads of money for themselves since they announced they're in financial strife. They've cut my pay significantly and are calling for voluntary redundancies in the higher paid roles.
One might want to put something over the number plate before entering / exiting this private land campus (land which actually used to be farmland belonging to very good friends of ours).0 -
It's quite unusual but seems to be happening more often, probably because DCB Legal have issued so many claims they can't cope with the workload. A stayed case is in limbo, DCB Legal would have to pay to get it resurrected, which is not impossible but you as the Defendant would also need to pay to have it struck out, so just let it remain stayed.

Am I right in thinking no preparation is required for mediation and the advice is to offer zero or a nominal minute about? Mine is tomorrow morning.
The "what happens at mediation" document they send asks us to "briefly and accurately explain your claim or defence. It is vital that you have prepared for the mediation by putting together a brief summary of your opening position. Only the key points are necessary at this stage as the longer the time taken discussing the disputed issues will reduce the time available for exploring settlement options."0 -
You don't need to do anything at mediation other than to tell the mediator you will not be making any offer.
You are required to attend the call but not to negotiate.
Mediation only works when both sides agree money is owed and they're just arguing about how much, for example a builder agrees to build you a garden wall but either doesn't complete the job or tries to charge extra. You can have a meaningful discussion about this because there are materials purchased etc.
For parking charges, claimant wants £250, Defendant offers £0. There's nothing to negotiate.Always remember to abide by Space Corps Directive 39436175880932/B:

None of it applies because parking cases aren't suitable for mediation, but they send every case to it.2
