Parking charge notice from CPM

I'm a food delivery driver and I parked in a private parking area that requires a permit. They come round quite frequently to check but after several conversations with a few different parking officers, they allow delivery drivers 5-10 mins as long as we are parked in a bay as they understand our difficulty. Obviously this is to their discretion as there are clear signs.

I parked up to pick up an order and returned to my car within two mins and was told by another driver that they took pictures of my car. I politely asked the ticket man if I was getting a ticket and he said how long have you been. I said literally 2 minutes and he said that's fine don't worry. Just recieved a charge notice in the post so he obviously did ticket me.

I have read through the newbie thread. As they are under IPC  I am under the impression that I should appeal straight away? The charge goes up after 14 days. The issue date was the 15th may, however I didn't receive it until the 24th. 

Do I just send the appeal template or is there any benefit saying I was doing a delivery and provide my hire and reward insurance? I'm insure if that would help as technically I'm not allowed to park there, just frustrated with what I was told

    Just appeal proving being a delivery driver and tell them to go swivel. Rude as you like. Firms doing this deserve no respect IMHO.

    No paying.
    Ok thanks for your reply. So should I still include the template? Or just say I'm appealing as I wasn't parking I was delivering and was even told I was fine to park. I was protruding out of the bay slightly as there was someone unpacking boxes behind me when I parked.

     They have just put the reason being to not displaying a valid permit.There are only two pictures they have provided, one is just a picture of the front of my car, you can see a small sign on the wall behind but he is stood too far away you can barely even make out that there is a sign there and you can't see any writing from the picture. 

    The second picture is of the windscreen, I have a permit there but for my flats, you can see a permit but not close enough to prove that it's not the correct one as you can't read it. Does that make any difference? Maybe they have more pictures that they haven't sent.

    You say don't pay. So if they reject my appeal what do I do, do I ignore them?

    Jopson vs homeguard stated the difference between loading/unloading as in delivery drivers picking up/dropping of.
    tell them to foad, be as rude and blunt as possible, also if you know who the building management is be the same to them

    Which has become an explicit granted right of access, setting a precedent.

    They would need to personally hand you a notice that this is being withdrawn. And it would obviously have to apply from then on.

    There's a reason The Royal Mail don't end up paying thousands of pounds worth of private parking invoices each day.

    Should I reference that case in my appeal?

    So when I appeal do I write that I have implied right of access? I'm just struggling how to work my appeal and I'm stressing as I'm going away tomorrow and the 14 days ends on the 29th as it took so long to recieve the letter

    The appeal will be rejected whatever you write but you'll never pay it.  The discount bribe period is irrelevant.

    You're not appealing. It's a sham. You are tellling them you were a delivery driver making a delivery and had permission to do so. Email them at

    and include a scan of delivery proof.

    All you're doing is covering your back. You can't make it go away and you'll receive plenty of debt collection threats in the post, but you'll be ignoring them.

    Whether you lose your early discount for suckers is of no relevance because you're never paying.

    Ok so I just ignore the pcn and email them instead? The only proof of delivery I have is from the UberEats app. It just shows the time the delivery was sent to me and start and end location.  How long will I be getting debt collector letters from and when will they stop? Could cpm in theory take me to court? My wife is going to start freaking out if I get debt collection letters

    No she isn't because you will both educate yourselves about this scam industry by reading the fourth post of the NEWBIES thread.

    I wrote it and include pics of some of the letters. I am also a woman and it's a simple case of ignoring those letters. Your wife needs to learn and you don't set an example to your family by paying a private PCN to make it go away, or worrying about joke threatograms!

    Tell them if you move house. Come back if you get a claim form. No freaking out.
