got a PCN in my allocated residential parking spot for not displaying a licence on my Vespa

I live in an apartment block with one parking space allocated to each apartment. A few years ago the landlord let CPM manage the parking area after many residents complained about visitors of the gym downstairs parking in their parking spaces.
I received a parking permit for my car to display in the windscreen but there was no discussion about my Vespa which I parked behind my car in my parking spot for a few years. In 2023 I was issued a Parking Charge Notice for not displaying a valid parking permit in the windscreen of my Vespa.
This seemed silly because:
1. my Vespa does not have a windscreen
2. The Vespa has been parked behind my car in my allocated parking space for years without any issue.
I emailed CPM to appeal and they replied - pay up
I emailed the landlord, Comer Property who said they will inform CPM to void the PCN and put my Vespa on a safe list. This was August 2023
March 2024 I got a letter from Debt Recovery Plus stating I need to pay the PCN as well as admin fees. I replied by email, copying in CPM and the landlord with the original email from the landlord which saying the PCN will be voided.
March 2025 I got a letter before claim from Gladstone Solicitors asking me to pay up. Again I email back to them, Debt Recovery Plus and CPM saying the landlord asked CPM to void the PCN.
April 2025 I received a letter of claim from bwlegal saying balance due is now £850 and if I dont pay up, the case will 'continue into our litigation process'. They even asked for my personal financial details. I replied back - please see correspondance from 2023 and I dont owe anything.
Landlord says its out of their hands. CMP says they cant do anything as its with a debt recovery agency.
I would be grateful for any advice.

What does your lease say about parking - does it say you have to display a permit?
The signs and rules do not overrule your lease which entitles you stress free enjoyment.2 -
I am a tenant and there is nothing in my rental agreement. All residents received an email that we have to register our Motor Vehicles for permits which I did for my car. I never received one for my Vespa and only had those 4 PCNs that one month in June 2023. Still parking the same way I have for the past 9 years0

Two modes of transport in, I am assuming, one demised parking space.
Just goes to show another aspect of the efficiency of 2 wheeled transport.1 -

CPM lied to you, you have no debt and Debt Recovery Plus are engaged by CPM on a no win no fee basis so of course they can recall the file.2

BW Legal Letters Before Claim don't often result in an actual claim, unlike DCB.
They might take a punt on £850, but might be put off considering you've emailed them the management co's cancellation.
If you get a claim probably worth asking your landlord, or another owner-occupier, to let you see what the lease says about parking.
The contract sounds voided for impossibility considering you don't have a windscreen. It's like stating the permit must be attached to the rear window, which would be a problem for vans.2 -
