Get them rewound using the TEC forms.
The One Show in half an hour says it will mention penalties sent to old addresses. May be worth a watch even though they're talking about a TFL penalty charge it's the same core issue (out of date DVLA addresses).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I watched that One Show Watchdog segment and was struck by a few things
The lady in the Midlands or wherever had never been the registered keeper or registered address for the vehicle and driver that TfL and the bailiffs were chasing. So clearly had not done around 21 dvla database checks ( I thought that it would be one check per incident, none of which led back to her address )
The lady in the London area had not received a penalty notice because TfL were sending the paperwork to an old out of date address, not her fault, so it seems likely that TfL didn't do a fresh lookup from the DVLA database, something i thought they had to do
Both ladies were reimbursed after Watchdog got involved, funny how that happens when the BBC gets involved3
