Eh? I never said to phone anyone! You don't raise a formal complaint on the phone.
Please don't ask for a template; I advised you what to say in your complaint (email, obviously) and you can Google to read the BBC news and other national press & TV articles about the ban on the 5 minute rule.
Watch those clips FIRST over the weekend, to know what you are talking about in your complaint. Stop rushing.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Ridiculous this is just a greedy scamming PPC making up terms and conditions to catch people out for their own profit. The landowner was paid for the full time on site in excess, the site has had a "material change" in the terms and conditions, and as stated the 10 minute rule is redundant in this case (even if it was applicable) as the full time on site was paid for.POPLA, who are at times totally useless, and downright stupid, would agree with the PPC (their paymasters) if the terms and conditions stated you had to pay standing on your head blidfolded, a judge would have more sense!2

Good Morning Coupon-Mad......i have just spoken to POPLA and they say that the amendment 1.1 came into force on the 17th of February. So the PCNs would only be cancelled after this date and not prior........is this correct ?.....Coupon-mad said:
OK, so complain to POPLA that the Assessor has not even paid lip service to the UK wide ban on the '5 minute rule'. He has neither considered that ban nor mentioned it, so this is a procedural error. The BPA and IPC both publicly promised in the national press and on TV that PCNs issued prior to Feb 2025 WOULD be cancelled on appeal to POPLA or the IAS because the term was unfair in law.Lemur2000 said:
Thanks for your Reply Coupon-Mad, very much appreciated. The date of the Incident was the 26/11/24. The Date of the POPLA decision was 01/05/25. Find attached the POPLA decision. Clearly it is not, and remember a phone call is only worth the paper it is printed on!2 -
No. Of course not. You phoned them before watching the TV clips that I advised you to slow down and watch first.Lemur2000 said:

I've bolded the bit in my reply where I covered this point about Feb 2025 already. Did you read what I put?

Thanks Umkomaas......understood......thanks for your time in re-writing the reply.......Umkomaas said:If you know you have taken longer than 10 mins to get to the point of paying for your daily parking tariff (and will therefore incur a £100 PCN), why bother paying the parking tariff as the PPC cannot issue 2 PCNs - one for missing the pay-in-10 minutes requirement and one for not paying the tariff. Not that this forum condones 'bilking' (not paying the tariff), but once the £100 is incurred, paying the tariff - as you have found out - makes no difference.0 -
You can find TV clips of the '5 minute rule' change easily. It was only weeks ago.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
